Part Time Vacation Changes (Windsor Regional Hospital)

The part time vacation changes in the new OPSEU agreement involved moving from a vacation bank payout to a process where the employees in the May 2019 vacation year can take vacation with pay. This is the contract language:

Effective May 1st, 2018, all regular part-time employees shall be entitled to receive the same portion of wages and vacations with pay accrued to full-time employees as the part-time employees hours worked in a pay period bear to regular hours of a full-time employee equivalent years of service shall be calculated on the basis of one (1) year of service for each sixteen hundred and fifty (1650) hours worked

For the purposes of implementing this what took place from the payroll side was that we had to start “accruing” or “earning” vacation with pay in the system for each part time employee starting on May 1, 2018. Staff do not see that on their pay stubs currently but it is an “accrual” or “vacation bank” behind the scenes in payroll which will show on the paystubs for staff in the new vacation year (May 1, 2019).

When we did the changeover however it took place during a period of time just before May 1 and because we cannot make changes mid pay period there are some hours for part time staff who worked between April 21, 2018 and April 30, 2018 which started attracting vacation with pay. The system can’t automatically move those hours in the May 1, 2018 vacation bank accrual and so those hours earned by part time staff between April 21, 2018 and April 30, 2018 are currently showing on the pay stubs for the staff. When we get to May 1, 2019 at that point the system will actually move those hours forward so that they can be used starting on May 1, 2019 for that vacation year when part time staff can take “vacation with pay”.
